ABSTRACT

This study was aimed at investigating worker's compensation system of the USA and its implications to apply in Korea. Korean worker‘s compensation system has been focused on the monetary reward without active rehabilitation efforts. Often, services are limited to medical intervention rather than vocational rehabilitation service options. Therefore, rehabilitation counselors should be placed in a front line service delivery systems and a variety of service models should also be developed. Ethical preparation and service delivery behaviors of rehabilitation counselors are also very important. Rehabilitation education should be focusing on the development of skills of empathy, functional limitations, techniques of helping, job placement, and the knowledge of communication, etc. Especially, counselors should focus on the magnification, the construction and the provision of social supports as an instrumental infra for vocational functioning among individuals with industrial injuries. Finally, the current authors suggests that early intervention strategies, service directions, professional manpower development issues, and the revolutional roles of the current service agency.
