ABSTRACT

The purpose of this study is to understand IL(independent living) paradigm for the disabled and to find challenge of legal system for it. For the purpose of understanding IL, we make out functions of CIL(center for independent living). The concept of IL contains self-determination, consumerism, advocacy of rights, empowerment. CIL serves the programs of PAS(personal assistance services), peer counseling, independent living skill training etc, for the severely disabled. Recently, concern of IL is escalated in Korea. Korean law is to be enacted for the support of IL. We expect 'The Act of Welfare for the Disabled' will be revised to add provisions of IL. In conclusion, I suggest desirable regulations of IL.
