This study is to develop a tool for analyzing the attitude of teachers on inclusive education and to investigate the possibility of applying the tool. The subjects of this study were 154 teachers in five elementary schools. From the results of the validity of the items and the reliability test, a testing tool including five factors was developed. According to the analysis on the inclusive attitude of teachers and sub-factors for which the developed tool in this study was used, the teachers who worked for schools in areas of high socioeconomic status showed more negative attitude. There was a difference on the socioemotional effect of inclusive education according to variables such as school environments and years of teaching experience. As for the perception on disabled children, male teachers, teachers working in schools with poor environments, and those with lower years of teaching experience were more positive. The factor of confidence on teaching, male teachers and teachers working in schools with poor environments showed more confident. For the establishment of a model of the relation among variables relevant to the inclusive attitude of teachers, school environment, gender, years of teaching, years of taking charge of a class, the existence of a disabled relative as the environmental variables of teacher were shown to be variables affecting the inclusive attitude, while the perception on disabled children and confidence on teaching inclusive class were presented as variables affecting positively the inclusive attitude.
