ABSTRACT

I looked about the rationality and reality of special education for handicapped young child and infant based on community. I investigated educational cognitions of the persons who are concerned to it, and presented the concrete practices of special education institution for young child and infant, “아이꿈터”. I concluded the next five direction from that kind of investigations and practices of special education for handicapped young child and infant based on community. First, the special education for handicapped young child and infant should be administrated in unified public system of local community. Second, the regional inequality of special education for handicapped young child and infant should be minimized. Third, the system which finds the handicapped young children and infants in early age and gives proper educational arrangements to them should be made based on local community. Fourth, the integration education for handicapped young child and infant in the small and middle cities, and farming and fishing communities should be normalize. Fifth, the special education for handicapped young child and infant should be supported to satisfy the need of the person who are concerned to it.
