ABSTRACT

With an established「Infant Nursery Act」in 1991, the careservice for children with disabilities accomplished quantitative and qualitative improvement in Korea. In addition, the enforcement ordinance of 「Special Education Act for Individuals with disabilities」in 2008 contains the substance of the education-service for infant nursery with disabilities. But the new act restricts a person fit for the post, who has a teacher’s license, with a charge of 「education-service for infant nursery with disabilities」. On the assumption that the age of a child with disability is a standard of the special education, it is necessary for political system on the 'care-person(teacher) for infant nursery with disabilities', who will teach children with disabilities except for case of suitable age by acts of care-politic, to be improved better than now. This Study bring up the needs and importance of 'care-person(teacher) for infant nursery with disabilities', that are based on acts of care-politic for infant nursery with disabilities and actual situation on care-institutions, 'a qualified recognition of special-education' and needs of parent, who have children with disabilities.
