ABSTRACT

It is necessary for a child to be included in a disability classification in order to receive special education and related services as a child with a special needs. Current special education system insists that labeling children based on the disability classification is the only way to be eligible to receive special education and related services. There are several debates that the current disability classification system in special education is useful or not. However, there are not enough studies to discuss about these debates systematically. The study investigated the disability classification in special education, the original purpose of the labeling, and historical movement of disability classification and labeling development. As well, the study looked over the debates to support or deny a disability classification and labeling, and the study investigated primary philosophy and trend about alternative disability classification system to alternate current classification system. The study insisted that a disability classification system had to provide the direction of the appropriate educational program for a child with special needs, and the study also suggested the necessity of the disability classification system to be able to raise the quality of appropriate intervention.
