ABSTRACT

All the people have need of a residence that are independent life and self-support life. This is the same value to peoples with disabilities. In this means, Western Europe and the USA have begun Deinstitutionalization movement in order to make efforts prepare the residence in a local community for peoples with disabilities who had been separated in community region since end of 1950. This movement has influenced to the increasing of large residential institutions for people with disabilities and direction of residential Environment Support in Korea. In korea, actually, exists 347 residential institutions where live 22,250 peoples with disabilities. But these data are applicable to peoples with disabilities in residential institutions about 1.0% the ratio of total registered peoples with disabilities. In fact, it is not the residential institutions enough to support of independent life for peoples with disabilities. And There were problems regarding poor residential environment and treatment, and the inhuman life-situations of those above disabilities in residential institutions. But it has no guarantee in a person’s living to one’s rights, self-decision making, independent life, the unrestrictedly life and the mutual communication with society and so on, for peoples with disabilities who live in residential institutions. And these are hindrances to quality of life for peoples with disabilities under consideration of their rights to independent life, self-decision and so on. This study bring up the strategies of residential environment support for improving quality of life for peoples with disabilities that are based on a development-background and problems of residential Institutions, and a search for quality of life for peoples with disabilities. The directions of life residential environment support for improving quality of life for peoples with disabilities are as follows;First, support of small residential Institutions for peoples with disabilities and their quality administration. Second, opening residential institutions for peoples with disabilities to community. Third, making a opportunity to productive activities for peoples with disabilities. Forth, Supplement Security Income support for peoples with disabilities after Deinstitutionalization. Fifth. professional competence and understanding and recognition on peoples with disabilities of staff members that work in residential Institutions for peoples with disabilities Finally, guarantee of human rights on peoples with disabilities So, it is necessary the social recognition and the efforts to be in one line of home residence environment for deinstitutionalization and social inclusion which guarantees the quality of life and defends human rights of peoples with disabilities.
