ABSTRACT

This study examines comparative decentralized welfare governance among Nordic states and S. Korea. Welfare decentralization includes politico-administrative decentralization, fiscal decentralization, and superalocal supervision. Nordic welfare states are the most decentralized among advanced industrial countries though Nordic states vary in welfare decentralization to local governments. Sweden has developed strong welfare decentralization and weak superalocal supervision, while Norway shows the medium-level welfare decentralization and strong superalocal supervision. Welfare decentralization itself can not be the goal but it is for efficient and egalitarian welfare services. The author argues Norwegian model of welfare decentralization is appropriate for the current S. Korean welfare state.
