ABSTRACT

The purpose of this study is to assess the feasibility of developing a Cultural Resource Management System (CRMS) for Mongolia through Korea’s Official Development Assistance (ODA). In order to confirm the feasibility of the project, Mongolian recipient institutions were surveyed on the spot, and 19 Mongolian cultural ODA officials were interviewed. The feasibility analysis indicates that the CRMS project aligns with the international community’s development cooperation trends, the Korean government’s policy objectives, and Mongolia’s international development cooperation policies. thus confirming its policy relevance. Additionally, the project demonstrates technical feasibility by aligning with the Mongolia’s technology advancement plan, IT infrastructure, applied technologies in the National Library of Mongolia, and efforts for capacity building among IT personnel. Furthermore, the project social feasibility is supported by its potential contributions to enhancing national identity, promoting cultural diversity, fostering social development through cultural capacity, and conserving the ecological environment, ensuring project sustainability. The proposed CRMS architecture was designed in consideration of institutional stakeholders’ requirements and Mongolia’s technical environment. Therefore, it is necessary to promote the Mongolian CRMS development project through Korea’s ODA.
