ABSTRACT

This study examines changes in the social functions of public libraries across Korea’s first through fourth Comprehensive Library Development Plans using 22 indicators developed by Park and Chang (2026). Functions related to education, culture, information, and individual development remained prominent, although their policy expressions changed over time. Inclusion and access were emphasized more in the earlier plans, while community building, local identity, and belonging became more explicit later. Public forums and access to diverse viewpoints appeared only in specific plans, whereas some relational and experiential functions were absent across all four. A supplementary review of implementation and performance documents identified corresponding services and implementation tasks for some functions. The study demonstrates the continuity and change of social functions across four national library plans using a common analytical framework.
