ABSTRACT

This study compares and analyzes the AI literacy education policies for adolescents in the UK and Korea, focusing on the UK's 2025 education reform and Korea's initiative to introduce AI Digital Textbooks (AIDT). The findings indicate that the UK perceives AI literacy as a public good, establishing a public-led ecosystem through the 'Oak National Academy' to provide high-quality free resources. The UK defines AI as a "Co-pilot" to reduce teacher workload and emphasizes the cultivation of critical literacy. Conversely, Korea has pursued a top-down, private-sector-led introduction of AIDT with the goal of nurturing "digital talent" for national competitiveness, but faces conflicts regarding field readiness and budget issues. Based on this comparative analysis, this study suggests that Korea's AI education policy should shift from a technology-centered speed-oriented approach to one that ensures public value and substantiality. Specifically, it proposes creating an open ecosystem through a Korean-style public learning platform, establishing national minimum standards to bridge the digital gap between schools, and integrating responsible AI literacy with citizenship education.
