ABSTRACT

By employing the expert Delphi method, this study analyzed the general perceptions of expert panels on the qualitative universality of higher education, their perceptions of educational quality factors, the requirements for quality in higher education, and the areas identified for enhancement in the qualitative universality of higher education. The expert panel comprised 10 individuals, representing two experts from each of the five academic fields: Humanities and Social Sciences, Natural Sciences, Engineering, Medicine and Pharmacy, and Arts and Physical Education. Following the development of the Delphi questionnaire, three researchers conducted integrated first and second-round interviews to collect and synthesize expert opinions. The findings indicate that the educational environment, research environment, faculty competence, students' academic abilities, and curriculum serve as critical factors in determining the qualitative universality of higher education. In particular, the study confirmed that securing human, financial, and physical resources is a fundamental prerequisite for the implementation of qualitative universality. Furthermore, the essence of qualitative universality lies in the substantive interaction within the teaching-learning process, which necessitates the equalization and reinforcement of government-level policy support. In conclusion, to achieve qualitative universality in higher education, learner-centered innovative teaching methods must be implemented alongside systematic policy, institutional, and financial support.
