AB - This article is to find out the republican feature in the policies of the Vichy Government and to understand it in the dimension of the political culture.
For the Vichy Government, the anti-republicanism was a big slogan which convicted the Third Republic. Also, it motivated the founding of the new constitution in 1940 which abrogated the French Republic, and the judgement of Riom which accused the ministers of the Third Republic.
In spite of these, it is possible to remark the republican trait in the process that the Vichy Government was legally approved by the parliamentary members of the Third Republic. This process was on basis of the republican ideal. Additionally, the principal members of the Third Republic, like Pétain and Darlan, etc., participated continually in the political stage of the Vichy Government. Thus, it is necessary to appreciate the Vichy Government in the continuity of the Third Republic.
In order to demonstrate this point, we examined the character of the new constitution in 1940 founded 《État francais》. Frist, we looked into the republican factor in the 《Conseil national》and in the《Conseil national corporatif agricole》as the intermediation between the government and the popular. The Vichy Government recognized the necessity of the intermediation which came from the political culture of the Republican government. So, we could see that the Vichy Government under the slogan, anti-republicanism, was still in the frame of the republican government. Second, we observed that the educational ideal of the Vichy Government has existed already before Vichy. This ideal was to unify the national and catholic spirits and to divide the educational system into two, the elite and the popular. So, it might be possible that the anti-republicanism came from the political culture of the French Republic which coexist with the culture and the counterculture since 1789.
Thus, we tried to considerate the position of the Vichy Government in the continuity of the political culture, that is to say, in the continuity of the French contemporary history.
