This study examines the impact of regional characteristics on demand forecasting errors for public investment projects, which have been observed across countries and regions. Using post-evaluation construction data linked with Si-gun level attributes, the research identifies increased forecasting errors in regions with a significant elderly population and low density, notably in transportation projects. The impact is more pronounced in non-metropolitan areas and no significant correlation is found in projects unrelated to roads and railways. These outcomes suggest a tendency to overestimate demand in underdeveloped regions during the planning phase, emphasizing the importance of securing economic feasibility, particularly in transportation projects. To mitigate forecasting failures, it is essential to decrease the impact of economic feasibility by diversifying policy considerations and the effects on balanced regional development. Moreover, it is crucial to develop demand forecasting error information for similar projects and leverage such information in subsequent projects. This approach enhances the utilization of information and fosters accountability among the experts involved in the planning and execution of future projects

Access to the information required for risk assessments of housing reconstruction projects is often complicated and time-consuming. This may lead to several issues with delivering housing reconstruction projects such as breach of duty and embezzlement while building occupants’ actual needs and preferences are easily neglected. To address this, this research proposes a conceptual model based on a private blockchain platform and its Proof of Authority algorithm. To do this, a co-design method involving multiple construction and property experts was utilized. The proposed model shows its applicability and potential scalability to better manage critical information for housing reconstruction projects. Encouraging the active participation of certified workers and verifiers in trusted networks is believed to be the critical success factor of the proposed model. This informs regulators that promoting the unique benefits of established blockchain-based networks as well as “leading by example” should be prioritized

Shrinking Cities is an approach to strategically and wisely rebalance cities experiencing consistent population and economic decline to match their diminished size. However, in Korea, the approaches of declining cities are often aimed at increasing the region's population, and local strategies for declining population areas are also often aimed at population inflow. To move forward with the shrinking cities approach, a strategic and appropriately scaled plan tailored to the characteristics of each region is needed. For a proper understanding of the region, this study attempted to use four regions in Gangwon-do to understand how residents and living populations perceive their region. There were some differences in responses in terms of the region's current status, potential, and development potential in all four of these regions based on population characteristics. The results of this study show that an examination of the commonalities and differences in perception caused by population characteristics as seen in a region should begin with a better understanding of the region's unique traits.
