ABSTRACT

This study examines the cultural strategy of the Guangxi Zhuang Autonomous Region in its engagement with ASEAN, focusing on three dimensions: borderland interaction, ethnic-based cooperation, and maritime exchange. Positioned at the intersection of China and ASEAN both geographically and culturally, Guangxi plays a key role in localizing the Belt and Road Initiative through regional cultural diplomacy. The study analyzes how Guangxi has utilized its geographic proximity, multi-ethnic composition, and historical maritime heritage to develop unique modes of cooperation with neighboring Southeast Asian countries. Drawing on policy documents and case studies, the research frames Guangxi’s practices within three thematic domains—borderland platforms, ethnic cultural diplomacy, and maritime heritage initiatives. While these efforts have achieved a degree of institutionalization and visibility, limitations remain, including spatial imbalance, limited ASEAN participation, and the episodic nature of many exchange programs. Guangxi’s experience offers insight into how regional actors can translate national cultural policies into context-sensitive practice, underscoring the need for future Chinese cultural diplomacy to align strategic intent with local realities.
