AB - The country land-institution of collectivity possession in China had developed for more than thirty years already, Afterwards, some disadvantage appeared, like subject of land-ownership lacked, content imperfected, scale economy beyond reached ect. It required urgently to reform the system of country land ownership during the solution of country land institution. On the basis of adhering to land properties and resource attributes, it also faced to the opposite problem of land productbility and indemnificatory. In the circs of incomplete social security, the Chinese land decision-maker continue to keep the existing land proprietorship system unchanged and delay the decision-making. At the moment it is the most realistic and accurate choice when the innovation in the dilemma of land nationalization or privately owned.
