Analysis on Rural Revitalization Strategy based on Central No.1 Document

ABSTRACT

This study is to analyze the The Rural Revitalization Strategy announced in 2018 by identifying the changes in the Two-tier Management System that integrates unified with separate management in Chinese rural communities through a diachronic review of the ‘Central Document No.1’. ‘Central Document No.1’ is a policy document with a legal personality and is a kind of symbolic system, not a direct reality. However, this is meaningful in looking at the big trends and changes in the fact that they are representative, and protruding the focus and direction related to the three dimensional rural issues by period. From the 1980s to the 1990s, the social atmosphere or policy stance that encouraged individual farmers to raise their productive capacity by giving land management rights to individual farming households means the decentralization of agricultural management. Along with the implementation of The Construction of New Socialist Countryside in the mid-2000s, the government began to encourage the scale of agricultural management as an alternative to the small farming economy, which had reached limit, while expanding financial support for rural area. Beginning in 2013, the establishment of a new farming management system was presented more clearly by combining intensification, specialization, organization and socialization, and the trend of privatization and capitalization of the rural economy was also strengthened. In addition, according to documents, the government has begun to focus on stabilizing and invigorating small farming management since 2017. The Rural Revitalization Strategy that has inherited and systematized these trends contains various attempts in the fields of industry, environment, culture, administration and people’s livelihood for the endogenous development of the agriculture, farmer and rural area, which are in parallel with land reform, human resources development and capital expansion. The trend of scaling tendency in agricultural management is the most basic means of innovation to implement that attempts within the Two-tier Management System. Therefore, more case studies need to be accumulated by region and time prior to the sectional assessment for it.
