ABSTRACT

The management or decision makers can hardly answer with certainty the questions of whether IT investment in an institution has convincible value or not. And the part of whether or not the IT capacity of an institution contributes to its competitiveness is not that different from the former one. IT projects are given to the IT division entrusted, and quite a large amount of resources are being wasted because IT investment is performed as a tactical initiative, not as a corporate strategy. In such circumstances, it comes to be necessary to have proper recognition on the necessity and concept of IT governance, and as ways to approach to it, many methodologies including ITA are becoming influential. Thereby, this study chose some of the institutions managing information resources based on ITA among the government ministries and public institutions and examined what kinds of decision-making patterns they had in the IT area.
