The gathering and use of information have become easy thanks to the development of information technologies, but the misuse and abuse of information are increasing. So countermeasures against informatization’s adverse effects are desperately needed. Furthermore, as it is expected that personal information will be distributed on the basis of RFID technology in the future ubiquitous society, a stronger infrastructure for protecting personal information is needed. In this regard, this study carried out an online survey on institutional and technological measures for personal information protection that have been pushed ahead by the central government and local governments, by using indicators like political and technical infrastructure, information management by life cycle phases and response to information infringement. As a result, it was found out that they lack political and technical infrastructure for personal information protection. So this study suggests desirable ways to improve the environment for personal information management and the level of personal information protection.
