ABSTRACT

The ideas of liberalism were introduced into Korea in the late 19thcentury,providing an ideological framework for the nation-building of awealthy and strong state. The main characteristic of Korean liberalismformed at this time was the harmonious pursuit of individual liberty andnational independence. After the March 1 independence movement, politicalliberal movements were repressed by Japanese colonial rule. Instead,Korean intellectuals expressed their liberal concerns through cultural aspects,by criticizing dogmatic Confucian culture and by aiming to build a ‘NewCulture’ in which the human rights of the individual were guaranteed. Liberalistic attempts of the early 20thcentury Korea were also expressedas movements of freedom of speech (and of association). Liberalism wasnever accepted affirmatively, and has even been negated as an‘out-of-date’ ideology which advocated capitalist interests while socialismrose as a mainstream ideology in Korea after the 1920’s. Liberalism inKorea existed by providing a supporting role to ‘Liberal Democracy’ andas a collaborator of nationalism after National Liberation in 1945.
