ABSTRACT

Real estate policy means directives or behavior patterns to solve or to improve on the problem about real estate. However real estate policy is not the scientific terms. Usually land policy, housing policy, and urban policy are contained in the terms of real estate policy. By the way, the common sense of our present society is that price stabilization of real estate is a like terms of real estate policy. The primary doctrine of capitalism is that goods’ price depends on only market order, nevertheless, the reason why the government intervenes in real estate's market is that there are many logics - constitutional ideology, political issue, and economic problem. Because of the reasons like above, the government positively intervenes in real estate market in spite of ‘Government Failure’.Until now, the pattern of government intervening in real estate market has been the style of central government-initiated. Therefore, at present we have to be concerned about local self-government’s role related to intervene in real estate market. In this reason, the writer studies on what and how the local self-government has to do about real estate policy.(주제어) 부동산정책, 토지정책, 주택정책, 토지이용구제, 공간이용규제, 부동산정책의 상관성
