AB - Concept of local government is composing local government which local residents have power by law. And handle problem of region and self-government company business separatively without being interfered from central government. Also, autonomy can speak as activity process that handle administrative affairs independently under self-regulating responsibility readying finance expense voluntarily. That is, local government is meaning provides administrative service and solves region pending issue and administrative affairs connected with inhabitants independently naturally from central government for local residents.Japanese local government passes over fixing stage of democracy, I have tried efficiency of local government and globalization by target. And regular discussion was gone in the 1990s. Japan Local autonomy It is related with essence. Theory an autonomous peculiar right theory and an autonomy consignment theory institutional. There is a security theory.Therefore, this study discusses with theory about Japan The Local Government Act Actual condition. And I have discussion about connection with decentralization.
