ABSTRACT

The structure of universities has been undergoing historical changes, and thereafter it is obvious that status of university cannot be fixed. The university was maintained by the specific tradition of respecting the academic freedom. But lately, globalization forced universities to a limitless competition. And Social Changes including the development of knowledge and information society, today's the university should respond to social demands of student, vocational education as well as academic education. Therefore, University seek to achieve the education-base University. therefore, These universities of education goal is to make a student to be an independent lifelong learner in the worlds of work, and civic community, self-assessing their own performance accurately. For this purpose, These have to find out that there are cooperative and participative relation in the basis of the relationship of educational participants, such as professors, students, administrative bodies and both of them concerning the educational matters. Professor should redefine education in terms of abilities, develop unique curriculum, and make the process of teaching, learning and assessment to sever for student performance and outcome. And Student should demand to higher right of learn.
