ABSTRACT

In November of 1997, Korea faced the IMF economic crisis. This made some of middle class people bankrupt and homeless people. The number of homeless people reached about 5,500 in 2007. The government open shelters for homeless people, but the programs of rehabilitation, management and housing program were not fit for them. Because these are not concern with housing and social exclusion. First and foremost, homeless is the problem of poverty and resident poverty above all. So the government have to supply many public houses for them with welfare services. Social exclusion is a relatively new term in Korean housing policy-not only referring to poverty and low income but some of their wider causes and consequences. Of course, there are the many of act for public housing construction in Korea. And the purpose of these act are : for devising the security of living the homeless and improvement national residing level and the primary goal of hosing policy is to homeless nation. However in spite of setting up legal system, there is not a few the positive results that the actual benefit of policy come not for the low-income group. In conclusion, for justifying housing legal system, it have to revise to guarantee the social weak. The purpose of this paper is to punctuate the needs for enactment of homeless act and reform of housing law.
