ABSTRACT

Expansion of knowledge indicates the national competitiveness in the 21st century. Economist Peter F. Drucker stated in the ‘Post Capitalist Society’ that the ‘knowledge’ would become the 4th essential factor in the new economical society in addition to labor, capital and land. He therefore emphasized that the economical development of society would be “determined by a production factor” called ‘knowledge’. Knowledge already has become the most important development generator of a nation surpassing the academic aspect for satisfaction in the literature curiosity. Therefore Government shows a keen interest in using and sharing of public information. The first value of the information is precision. It means there aren’t any errors and it is an essential factor to the decision makers. All decision makers obviously want precise information, but reality at work does not always accord. However, imprecise information is not raised as a serious problem as long as it dose not have a significant influence in the use of information. The precision of information should always be maintained. Second,there may be relations. Information has their value when making relations with the applicable factors of a decision maker. Information is said to have relation when it is used to fulfill the purpose of need for the information. In other words, it has an actualvalue when making relation with the requirement of the decision maker. Third, appropriate timing is an issue. Information has a periodical value. It only has a value when provided at a time the decision maker requires. However generally public information contains sensitive personal information. For reasons of this, we should seek reasonable way how we can share public information and at the same time how we can protect personal information. In this article, my claim is that statute relating to share public information must have to be legislated by congress for sharing public information between administrative organs and executive agencies.
