ABSTRACT

Since the launching of a local government system, it has always been a critical issue to secure financial resources. Without autonomous financial resources, it is very difficult to achieve success in the local government system. Therefore, it has been required to secure autonomous financial resources and establish a sound local financial system for the settlement of the local government system. The local government adopted a public properties management planning system in 1975 and miscellaneous property trust or payment-in-substitutes system in 1999. In 2008, a trust development system for common properties was adopted. Despite the introduction of these systems, however, local governments have not been active in making use of public properties. Therefore, it is necessary to develop a plan to make good use of public properties that account for a great portion in the financial independence of local governments. For this, the utilization of public properties should be facilitated in advance. Furthermore, it is important to develop and promote a trust system on miscellaneous properties and trust development on common properties. In addition, it is necessary to expand the public properties to be developed and secure financial resources by selling non-conforming land for preservation. It is also important to establish a plan to handle the illegal occupation and use of public land and improve the land category system and uniting of lots. Furthermore, a plan to use local government buildings and residences as cultural or sports facilities for citizens should be promoted. In order for local governments to actively use public properties, it is essential to computerize and systematize a management system on public properties. For this, it is important to establish a general information system on public properties, which is linked with the computerized real estate management system of related government organizations. Moreover, it is important to strengthen the public property management department and secure professional government employees for management of public properties.
