ABSTRACT

This article deals with the popular name bills and acts in Korean. Most of bills and acts have popular names by Journals. Bills and acts with popular name of people are a way of recognizing or honoring the sponsor or creator of a particular law as with the former chairwoman of the Anti-Corruption Commission 'Kim Young-ran Act' or the vocalist ‘Kim Jang-hoon Bill’. Sometimes bills and acts with popular names of people have the member of National Assembly of Korea responsible for them such as ‘Park Young-sun Bill’ or ‘Hong Joon-pyo Act’. And sometimes they named for a person of notoriety that prompted enactment of the legislation such as ‘Jeon Du-whan Act’ who was a former President or ‘Jo Du-soon Act’ who was a sexual predeter. And sometimes they named for victims of crimes such as ‘Tae-wan Act’. These bills and acts with popular names of people acquired their names because short titles were favored by the people. Popular names are generally informal such as Hye-jin and Ye-suel’s law in Korea and Megan's law in USA. People call the 'Kim Young-ran Act' instead of the Improper Solicitation and Graft Act, the ‘Jeon Du-whan Act’ instead of Act on Special Cases concerning Forfeiture for Offenses of Public Officials, the ‘Jo Du-soon Act’ instead of the Act on Special Cases concerning the Punishment etc. of Sexual Crimes.
