AB - Self-Governing Police System, one of autonomous rights, has been discussing continuously since local autonomy put into effect. Introduction of self-governing police system is regarded as the final completion of local self-government. Self-governing police system provides safe policing with residents for their well-being, so it can make sure residents‘ safety for them to lead their safe life.
Given local residents‘ well-being, it is obvious that how local police system should be established and what kind of duties the police should do. Based on those, this study examined that the self-governing police system for which the current government is preparing to carry out properly deals with residents‘ welfare. Local policing is for local resident’s welfare so police system should be enforced according to the opinions of residents. By doing this, the police system accords with Constitution which stipulates the purpose of local self-governing institution.
The reason why local self-governing police put into practice is to give residents policing service so that they can lead safe life in the region where they live. For this reason, the institution should be founded on grassroots democracy that is the essence of local self-government. Therefore, this study reviewed if the self-governing police system the current government is trying to put into action is appropriate for residents‘ welfare or not.
