ABSTRACT

The purpose of this study is to analyze and explore the process and characteristics of the introduction and implementation of the minimum academic standards policy for student-athletes, and to suggest directions for future policy formulation and research. To this end, basic plans, policy research, and academic journal articles related to the minimum academic standards from the Ministry of Education from 2008 to 2024 were collected. The collected data were analyzed using a multidimensional policy analysis model from normative, structural, constructive, and technical perspectives. The main research findings are as follows. First, from a normative perspective, the objectives and values of the policy should be clearly defined, and a foundation for the shared understanding and dissemination necessary for the sustainability of the policy must be established. Second, from a structural perspective, there is a need to review and validate the subjects and standards applied under the minimum academic standards policy, and to redefine the scope, target, and content. Third, from a constructive perspective, it is necessary to improve the negative attitudes and perceptions of policy stakeholders and to explore communication and system establishment to enhance policy effectiveness. Fourth, from a technical perspective, the government should provide practical support measures through a detailed exploration of the effectiveness of the policy at the school level. Based on these research findings and discussions, directions for research related to the minimum academic standards policy were proposed.
