AB - Based on Wright’s model of Intergovernmental Relations this paper analyzes changes of stakeholders’ role involving Kumgangsan(Mt. Kumgang) tourism development project, Author adopted nonschedule-structured telephone interview in which, as a kind of qualitative method, allowed interviewees are asked to speak free for any topics within study boundary. The results indicated that there were some changes of stakeholders’ relations in the progression of Kumgangsan tourism development. The results imply that the role of central government is still important, however, there needs a cooperation among interest group of stakeholders including central and municipal government, local government, Korea National Tourism Organization, and private sector in promoting Kumgangsan tourism projects.
