ABSTRACT

The purpose of this research is to evaluate importance-performance of the education program which is conducted by local governments for human resource development. In addition, implications to develop and conduct the education program for human resource development will be presented. To achieve this purpose, the data was obtained via an empirical survey of the human resource education programs participants in five local governments. Findings indicated that practical contents of education which enhanced operation capacity were considered the most important factor, and the lecturer’s education progress ability and practice-oriented program were showed as high performance factors. The results of Importance-Performance comparative analysis, “proper education time”, “providing relative information”, “help job performance”, “administration support” in education management factor and “discover resources”, “network and quality management”, "observe good performance cases”, “understand agriculture and rural culture” in education contents factor were in high important, but low performance. For these factors, it is required to make an effort for improvement.
