The 2015 Comfort Women Agreement and the Two- Level Security Dilemma of Korea-Japan Relations

ABSTRACT

The agreement on the comfort women problem formulated by the Park Geun-hye government in December, 2015 was implemented for the purpose of solving an incredibly sensitive history problem between South Korea and Japan. However, the agreement eventually aggravated Korean-Japanese relations. This case effectively shows the unintended consequences of a defective negotiation in Korean-Japanese relations, in which the factors of ‘idea’ and ‘domestic politics’ played an important role. This study analyzes the bilateral relationship between South Korea and Japan before and after the negotiation through the framework of a ‘twolevel security dilemma.’ After introducing methods and cases briefly, the main part of this paper carries out a time-series analysis of the case of comfort women negotiation. In conclusion, the characteristics of the twolevel security dilemma of the relationship is presented by pointing out the role of idea, domestic politics and the link to international politics.
