ABSTRACT

Visible changes are shown in the North Korean urban-housing policies as the expansion of reform - openness policies and emphasis on ideologies such as ‘People-First’ and ‘lee-min-we-chun’(serving the people as heaven) are taking effect under the Kim Jong-un regime. Over the past 10 years, North Korea’s urban-housing policies have focused on large-scale developments (street or district-level), building skyscrapers and various auxiliary facilities, and enhancing modern technologies. These are considered to have served some purposes such as internally solidifying the regime, inducing loyalty competition, and externally overcoming sanctions against North Korea. However, there are some concerns about several side effects: urban-rural imbalance, inconsistency with traditional socialist housing policies due to unreasonable allocation, difficulties in financing and supplying building materials and related infrastructure henceforth, excessive mobilization of the people and corruption of bureaucrats, and gentrification. Therefore, it is necessary to seek inter-Korean cooperation in the housing sector in terms of business and North Korea’s livelihood support.
