ABSTRACT

Singapore has pursued a hedging strategy as part of its foreign policy. This thesis examines Singapore’s hedging strategy in the context of countering China through an analysis of discourse among Singaporean policymakers regarding the utilization of regimes. The thesis demonstrates that Southeast Asian countries pursue institutional hedging for collective security, with Singapore preferring to have the United States as an offshore power to balance against the rise of China. The thesis highlights that Singapore pursues a hedging strategy of countering China through regional regimes such as the ASEAN Regional Forum (ARF) and the Shangri-La Dialogue. The analysis reveals that Singapore relies on an institutional hedging strategy by utilizing regimes and prefers to cooperate with the United States in terms of security. The thesis also demonstrates that Singapore seeks to resolve the disputes over the South China Sea peacefully based on international law due to its consideration of its own economic interests. This thesis provides a new interpretation of Singapore’s hedging strategy from the perspective of regimes.
