ABSTRACT

Russia is often regarded as a country with strict refugee policies, yet its politics as it pertains to refugees remains relatively under-researched compared to those of Western countries. This paper addresses two key questions: (1) How does Russia’s refugee policy differ across refugee groups? and (2) What continuities and changes can be observed in Russia’s refugee policy? By examining Russia’s refugee policies since the 2010s, this study highlights both cross-group differences and historical continuity. The findings reveal significant continuities, including a consistent preference for Ukrainian refugees over Afghan and Syrian refugees, the selective acceptance of certain groups, and the instrumental use of refugee policy for political purposes. However, one notable change is the emergence of official programs that offer asylum to individuals from the West who align with Russia’s moral values. This paper contributes to the scholarship on refugee politics in Russia and in authoritarian regimes.
