ABSTRACT

The purpose of this study is to explore the perception of teachers' on the concept of school autonomy. To this end, ten elementary school teachers participate in focus group interviews, five elementary school principals, ten middle school teachers, and five middle school principals. The results showed that teachers perceived school autonomy in three ways. First, school autonomy orients toward the ideal value of democratic citizenship education in terms of value. Second, in terms of the educational activity-centered approach, school autonomy is the process or result of finding the priority of school educational activities. Third, in terms of practice, school autonomy is the standard for appropriate and effective school organizational management. Based on the results, to comprehensively define school autonomy, we suggested that it is necessary to include various members and educational activities; linked with school effectiveness. This study is meaningful in that it confirmed and expanded the concept of school autonomy, which had remained at the theoretical level, based on the perceptions of elementary and middle school teachers who are practice it in the school field.
