ABSTRACT

This discussion was intended to analyze the current status and problems of the civil servant Korean exam and suggest improvement plans. Considering the circumstances of the times and social demands, the direction and goal of change in the civil servant Korean exam are clear. So far, the civil servant Korean exam has been about asking about knowledge as ‘generaleducation,’ but now the emphasis should be on testing the ‘operational skills’ necessary for job performance. In other words, it is necessary to change to an evaluation of thinking ability to think through presented sentences in Korean and solve given problems. In order to evaluate thinking ability efficiently, the civil servant Korean exam format must be established systematically. It is important to categorize the thinking abilities that are the subject of test evaluation, in this discussion, a categorization plan divided into basic Korean language ability(basic expression ability/basic vocabulary ability) and thinking ability(comprehension ability/reasoning ability/critical thinking ability) was presented. In test items development, they should be typed according to the characteristics of each categories, have consistent formality, and designed so that problems can be solved without the background knowledge. Additionally, considering the identity and status of the Korean language test for civil servants, passages related to Korean language knowledge or Korean literature should be actively utilized.
