ABSTRACT

Teacher training institutes are a kind of system, consisted of inpu-process-output. This study aims to clarify the conceptual structure, to grasp the status quo of implementation, and to suggest strengthening strategies of accountability of teacher training institutes from a systematic perspective. First, the conceptual structure of accountability of teacher training institutes is analysed at national, institutional, and individual levels in three dimensions-input, process, and output, respectively. Second, the status quo of implementation of accountability of teacher training institutes is discussed based on the data reported in previous studies. Lastly, some plans and strategies are suggested to strengthen teacher training institutes at national, institutional, and individual levels. At the national level, three suggestions are made, including expanding scholarship support regardless of public or private institutes; at the institutional level, seven suggestions are made, including improving teacher training programs provided in the teacher training institutes; at the individual level, four suggestions are made, including strengthening professional competencies of faculty members of teacher training institutes.
