ABSTRACT

The purpose of this study is to grasp the subjective perception of public social workers(PSW) on the recipients welfare dependency(WD) and analyze the characteristics of each perception types. The result of Q sort with 40 statements targeting 18 PSW showed that there were 4 types. First, the institutional side effect type perceives that WD is an incidental phenomenon occurred due to the implementation of public assistance program. The PSW in this type think that it is necessary to reinforce the requirements for the recipient in order to reduce the WD. Second, the public assistance program reform type perceives that WD is caused by an external factors such as politics, economics and institutions. The PSW think that the self sufficiency program should be reinforced and public assistance benefits should be more generous than it is at present. Third, the self sufficiency type through work perceives that WD is caused by personal labor will andself sufficiency intention of recipients. So, it was indicated that the focus should be made on individual self sufficiency through taking a job, not reinforcement of benefits. Four, new welfare policy introduction type perceives that WD is an inevitable choice since self sufficiency success rate is practically low and it is impossible to expect that the quality of life after leaving welfare becomes better than it is at present. The PSW think that a new social welfare policy is necessary to solve such situation. Based on the result and implication, the scheme to reduce the dependency and the orientation of the self-sufficiency program were suggested.
