This paper examines the change of the nation-state system as a symbol of modern public space, based on the standpoint of local space. This change, as it is called glocalization, has been mainly analyzed by the state or global centric viewpoint. That is to say, the key point of disputes focused on the possibility of the formation of transnational order or the decline of nation-state system. However, if we take note that the momentum of the decline of nation-state system can be founded by not only globalization but localization, that is, the changes of the inside and outside of nation state. We will find the possibility of local space as a alternative public space. In consequence, this paper suggests the three aspects of possibility of local space. That is, ①The spaces of participation and decentralization contrast to the modern spaces of representative and centralization ②The spaces of everyday life and governance contrast to the modern spaces of institution and government ③ The spaces of placeness and resistance identity contrast to the modern spaces of assimilation and exclusion.

Freedom of expression serves as a basis of all freedoms and cornerstone of democracy and defines the scope of expression ability of the society. The society which allows their members to enjoy freedom of expression, which we call, democratic and constitutional society pursuing human right values. In Article 21 of our Constitutional Law, freedom of expression is mentioned. So our nation guarantees freedom of expression of all the people. But In Article 7 of our Constitutional Law, political neutrality of civil servant is indicated. So civil servant's Freedom of Political Expression is limited owing to special authority relation. accordingly In Article 65 of Civil Service Act and 57 local public servants Act, political movement of civil servant is prohibited, and in Article 66 of Civil Service Act and 58 local public servants Act, collective declaration of intention is forbidden, too. It is a general principle of law that restricts the fundamental rights as respects someone that belongs to special authority relation within the scope of rationality and necessity to secure administrative stability and specificity. But in our nation, civil servant's freedom of political expression is restricted so strictly compared with advanced countries. Man is the Homo politicus. So excessive limits to civil servant's political freedom of expression infringe fundamental rights essentially. In conclusion, restriction of political freedom of expression caused by political neutrality of civil servant must be relaxed.

This research is to improve the work effectiveness of worker’s compensation service that is called as an outreach service in KCOMWEL. From the theoretical perspective, the performance analysis of outreach service examines policy supports, job efficiency and service quality between work effectiveness and customer’s satisfaction. The results indicate improvements that outreach service operates effectively for work effectiveness and customer’s satisfaction. This paper explored various performance analysis related to outreach service in KCOMWEL. Also, It analyzed whole characteristics of outreach service and suggested some alternatives to improve the work effectiveness and customer’s satisfaction.
