ABSTRACT

The significant gap in the prevalence of Learning Disabilities(LD) in South Korea and the United States caused us to raise the inquiry of the cause. The inquiry led us to compare education laws, do literature reviews on LD evaluations and education, and check statistics related to the LD population between two countries. This paper critically compared the process of identification and educational practices for students with LD in two countries. The comparison focused on the current status of researching and implementing the RTI(Response To Intervention) model as one of LD evaluation methods. It also explained how the state of Florida in the United States did its infrastructure reform of the education system to implement the RTI model successfully. Then later part of this paper, we made suggestions from the findings that we gathered from the comparisons to the Korean special education field with a hope that they would be helpful in developing Korean RTI model.
