ABSTRACT

The expectations of smart learning using new convergence technologies have been growing recently. However, students with disabilities are not considered as targeted learners in the smart learning environments. The purpose of the study was to derive the policy direction of establishing smart learning environments for students with disabilities. Interviews of ten experts in the policy making, technology development, and contents development for students with disabilities were implemented, and then each individual case was analyzed through qualitative analytical methods. The results of the study reveal the policy directions to establish effective smart learning environments for students with disabilities in terms of five dimensions as follows: 1) construction of legislative policy, 2) expansion of ICT infrastructure, 3) quality improvement of teaching and learning, 4) educational contents development, and 5) support networks.
