ABSTRACT

Development of special education starts from the Special Education Promotion Law in 1997. The time when Special Education Promotion Law was established, only minor professions were interested in special education while people’s perception and knowledge were below the standard. Experts established Special Education Promotion Law by persuading government in 1977. However, the law which were only influenced by minor specialists, showed passive attitude toward government’s role. Since then, the efforts to build a law were strengthened, as awareness of the people involved in special education. Therefore, the special education laws developed gradually to reinforce the government role, free education, and compulsory education. Although there were some conflicts between government and disabled people, it brought us to have the law containing much of higher contents. In conclusion, cooperation is needed to establish a law that can be trusted, in order to bring development of special education for government and also, for disabled people.
