The purpose of this study is to provide successive online community operational model in response to the world wide open access movement which supports the broadest possible access to published research and other scholarly writings. This study is divided into four areas in a large. First, this study reviewed general community, online community and open access movement. Second, well-known online scholarly community, i.e., KISTI Society, BRIC, DSpace were analyzed precisely focusing on the administrative and functional factors to find key to success. Third, based on the above two studies, major functions of community services were identified. For this work, community service functions and participation will were asked to the researchers registered in Korea Research Foundation. According to the results of the above works, this study presents the important functions of online community services as follows: management function of research results, posting function of issue reports, and provision function of integrated information on research proposal should be provided preferentially to researchers aged 30s and 40s.

The fundamental issue of information retrieval in the Internet-based society is closely interrelated with the characteristics of language selected. The McCune-Reischauer Romanization system is not only considered as the international standard for romanizing Korean language, it is also familiar to the majority of the Korean material users internationally. McCune-Reischauer system is adopted by the ISO, UNGEGN, ALA, LC, British PCGN, BL, and the relevant agencies in Europe, Canada and Australia etc. Encouraging for switching to the new Romanization system(2000) would result in complications among the library's catalogs and online databases, causing confusion for both staffs and readers. This paper analysed that the international efforts and rules for Romanizing Korean language materials and recommended direction for bibliographical issues.

This study is designed to assess whether storyboard surrogates are useful enough to be utilized for indexing sources as well as for metadata elements using 12 sample videos and 14 participants. Study shows that first, the match rates of index terms and summaries are significantly different according to video types, which means storyboard surrogates are especially useful for the type of videos of conveying their meanings mainly through images. Second, participants could assign subject keywords and summaries to digital video, sacrificing a little loss of full video clips' match rates. Moreover, the match rate of index terms (0.45) is higher than that of summaries (0.40). This means storyboard surrogates could be more useful for indexing videos rather than summarizing them. The study suggests that 1)storyboard surrogates can be used as sources for indexing and abstracting digital videos; 2) using storyboard surrogates along with other metadata elements (e.g., text-based abstracts) can be more useful for users' relevance judgement; and 3)storyboard surrogates can be utilized as match sources of image-based queries. Finally, in order to improve storyboard surrogates quality, this study proposes future studies: constructing key frame extraction algorithms and designing key frame arrangement models.
