AB - 우리나라의 부동산가격공시제도는 1989년 공시지가제도를 시작으로 30년이 지났다. 그동안 공시제도에는 긍정적인 변화와 발전이 있었지만, 공시가격의 낮은 시세반영률과 불균형 문제에 대한 지적을 받아왔다. 본 고는 공시가격의 신뢰성과 과세의 형평성 제고를 위한 정책 마련에 도움이 되고자 7개 주요 국가를 대상으로 부동산 재산세의 과세제도와 과표평가의 운영체계를 중심으로 조사하였다. 국가마다 역사적·사회적 변화에 따라 고유의 재산세 제도를 형성해 왔으며, 부동산에 부과하는 조세의 체계, 과세제도의 운영방식, 그리고 과표평가의 운영체계나 평가방식 등이 국가마다 상당히 다르다는 것을 확인하였다.
과세평가는 어느 가치평가보다 일관성과 공정성이 중요하다. 여러 국가에서 과세평가의 형평성과 공정성을 제고시키기 위한 노력을 하고 있다. 우리나라는 부동산 유형(토지, 주택, 비주거용 건물)에 따라 과세평가의 주체가 다원화되어 있다. 이런 경우 법제나 평가의 기준·지침 등이 체계적으로 갖춰졌더라도, 조직의 운영방식이나 평가인력의 전문성 차이 등으로 인하여 부동산 유형 간에 과표평가의 형평성 및 균형성을 확보하기 어려울 수 있다. 따라서 평가주체가 다원화된 제도체계와 제도의 운영방식에 대한 고민이 필요해 보인다.
