ABSTRACT

The purpose of this exploratory study is to examine what affects partnership between Korean overseas volunteers and host agencies in recipient countries. While South Korea has dispatched tens of thousands of volunteers since 1990 and its overseas volunteer program has grown in terms of size, there has been a growing concern for its quality such as its aid effectiveness and host agencies’ satisfaction with it. In this regard, according to <2017 Result of Investigation of Host Agencies’ Satisfaction with Korean Overseas Volunteers>, there is a great variation in terms of satisfaction levels among host agencies in recipient countries even among those with similar levels of economic development and cultural backgrounds. This study explores the reasons behind this variation by conducting interviews with KOICA coordinators who took in charge of volunteer activities in recipient countries and KOICA staff in its headquarter. It finds that factors related to ownership, host agencies’ capability buildup, and participatory relationship positively affect partnership. This study, unlike previous studies which focus on individual volunteers’ satisfaction and capacity, has theoretical and practical implications in that it provides some lessons how to improve partnership between volunteers and host agencies.
