ABSTRACT

In pursuing China’s regional development strategy, the Chinese government is looking for a cooperative strategy for local culture. The most representative example is the cooperation development strategy of regional cultural, which is being attempted in the Ring Bohai economic circle, especially Jing-Jin-Ji area. The Ring Bohai economic circle has emerged as a key strategic base for economic development in China in the 21st century. In 2015, the Chinese government is promoting the cooperative development of ing-Jin-Ji area as a national-level strategy and the cooperation development of Regional cultural in Jing-Jin-Ji area. In accordance with the demands of the central government, governments in each region have designed policies that meet the goal of cooperation development of Regional culture in the Jing-Jin-Ji area instead of local cultural policy. And local governments have also established institutional arrangements to ensure policy sustainability. These governments have the responsibility of sharing and free exchange of cultural resources, equal preferential policies for cultural enterprises, cooperation to cultivate cultural manpower, standardization work for integrating cultural markets, joint purchase of local government for cultural services, focused on breaking administrative boundaries and regional protectionism. Of course, there is debate as to whether the cooperative development of inter-regional culture should be promoted by the central government like China and how effective it will be. The competition between Beijing and Tianjin still exists, and how the exchange of cultural resources and people is really fair, how to resolve the cultural gap between existing cities, and the regional cultural characteristics and the identity of local communities based on them And whether they can be protected, these problems are still being raised. However, these experiments in China will have many points to refer to in case of Korea, which has a lot of problems due to the excessive concentration of the metropolitan area.
