ABSTRACT

This study investigates the decline and potential revitalization of Seorak dong in Sokcho, a representative tourist district developed under South Korea’s state led tourism initiatives of the 1970s and 1980s. Once a symbol of national modernization and collective travel culture, Seorak dong now embodies both the achievements and structural limitations of Korean tourism policy, as well as a site of generational memory and cultural nostalgia. Through a humanities based analytical framework, the study reinterprets Seorak dong as a locus of cultural identity and historical memory, employing the concept of “retro sensibility” to explore strategies for its cultural regeneration. The findings demonstrate that revitalization can be achieved through heritage linkage with Seoraksan, the retro reinterpretation of local facilities, the design of creative cultural programs, the integration of peace tourism narratives, and the active participation of local communities. Ultimately, Seorak dong is redefined as a sustainable cultural landscape and a living archive where the temporal layers of past, present, and future intersect.
