ABSTRACT

This study examines multicultural policies in Gangwon Special Self-Governing Province around 2026, focusing on education and settlement, and analyzes their implications for regional innovation. In the context of population decline and rapid aging, Gangwon has redefined multicultural households and migrants not simply as welfare recipients but as key human resources for addressing regional extinction. The analysis identifies three major policy features. First, multicultural education has been systematized through sustained Korean language education and long-term academic support for students from migrant backgrounds. Second, higher education institutions have emerged as central actors in settlement strategies through glocal university initiatives and the RISE framework, strengthening collaboration between universities and local governments. Third, life-oriented support, including emotional care and improved educational infrastructure, has helped stabilize settlement conditions. The Gangwon case shows how multicultural policy can move beyond welfare toward a broader strategy of regional sustainability, demographic resilience, and community reconstruction.
