ABSTRACT

This study attempts to estimate and develop transitional education and rehabilitation level indicators for persons with disabilities in local government. It then drives rehabilitation level indicators of ten indicators, such as safety, health, education, income and economic activities, rehabilitation services, accommodation, human rights, culture and leisure, digital divide, and welfare administration, seventy indicators criteria. Also, it is based on the alleged notion that available indicators currently may not be described adequately the rehabilitation level of local development. The result of this study can be summarized as follows: First, the highest local government with welfare level indicators were seoul Metropolitan government, respectively, which were double level of the other local government. Also, the lowest local government were Ulsan metropolitan city and Jeolla Namdo Provincial government. Second, the lowest local metropolitan with welfare level indicators in spite of higher self-supporting finance and the number of disabled persons registered lower than the other local government. Therefore, to improve this appearance, we should introduce the affirmative action policy and strengthen the social image improvement program of persons with disabilities for the local government leaders.
